EU Russia sanctions reach a midnight renewal deadline while a proposed delisting trade-off remains contested

What happened

Reuters reported that EU sanctions covering roughly 3,000 Russia-linked individuals and entities are due to expire at midnight on September 22 unless all 27 member states agree unanimously on renewal. A proposal would renew the wider list for three years while removing Alisher Usmanov and Mikhail Fridman. Latvia said it could not accept that trade-off, and ambassadors were due to resume negotiations.

Why it matters

Proposal, unanimous political agreement, formal renewal, delisting and legal expiry are different sanctions states. A negotiating text should not be recorded as an operative list change.

How to use it

Keep the current legal instrument active until an authoritative EU act changes it. Record the proposed package separately and update entity records only after publication of an operative decision.

Limits

At the reporting point, negotiations were unresolved. The article also reports that both men contest the sanctions; inclusion or removal from a sanctions list is not a criminal conviction.

Russia now expects a 2026 deficit of up to 3% of GDP — official budget pressure is a measurable war-cost signal, not a standalone collapse indicator

What happened

Russian Finance Minister Anton Siluanov said the 2026 budget deficit would not exceed 3% of GDP, almost double the planned 1.6% and above 2025's 2.6%. The January-August deficit was already 2.5% of GDP. He said additional spending needs had emerged; Reuters reported these included increased air-defence spending and measures aimed at easing nationwide fuel shortages. Russia plans to borrow more than the previously projected 5.5 trillion roubles.

Why it matters

Budget plan, year-to-date execution, revised forecast, borrowing plan and causal explanation are separate fields. Together they provide a stronger war-cost series than rhetoric about economic resilience or collapse.

Track planned deficit, actual year-to-date deficit, revised forecast, borrowing and reserve use as versioned time series. Attribute spending explanations to the official or analytical source that makes them.

Limits

A 3% deficit does not by itself establish fiscal crisis, and higher oil revenue, exchange rates, borrowing costs and reserve policy can materially change the picture.

Moscow refinery halted crude processing after the September 20 drone raid — unit damage, nameplate capacity and actual output loss should be kept separate

What happened

Three industry sources told Reuters that Moscow's Gazprom Neft refinery halted crude processing after fires affected both primary crude-processing units following the September 20 drone raid. The AVT-6 unit represents 53% of crude capacity and the EURO+ facility the remaining 47%. Sources said repairs could take several weeks. Fuel from the refinery had not been offered on the St. Petersburg exchange since September 21.

Why it matters

A damaged unit's nameplate share is not automatically the same as lost national fuel output. The strongest chain is physical damage → plant operating state → exchange availability → measured production or inventory effect.

How to use it

Record each unit, capacity, source for damage, shutdown start, repair estimate and later restart separately. Upgrade market-impact claims only when production, inventory or trade data appear.

Limits

Gazprom Neft did not immediately comment to Reuters, and repair estimates from industry sources can change.

Три галузеві джерела повідомили Reuters, що Московський НПЗ «Газпром нефти» зупинив переробку нафти після пожеж на обох основних установках після дронової атаки 20 вересня. Установка АВТ-6 становить 53% первинної потужності, EURO+ — решту 47%. За словами джерел, ремонт може тривати кілька тижнів. Russia is repurposing Baltic and Arctic terminals for grain after Black Sea disruption — rerouting is evidence of adaptation, not proof that lost capacity has been fully replaced

What happened

Reuters reported that Russian companies are converting fertilizer, coal and other terminals in Ust-Luga, St. Petersburg and Murmansk to handle grain after drone attacks disrupted Black Sea shipping. Nearly 90% of Russia's seaborne grain exports had previously moved through the Black Sea. Grain rail applications to Ust-Luga's Ultramar terminal reached about 260,000 tonnes for September, while Murmansk is preparing to begin grain exports in October.

Why it matters

Route substitution has its own measurable stages: announced conversion, rail nominations, first handling, vessel loading, sustained throughput and cost. A new route can exist while total exports remain below prior levels.

How to use it

Build route-level records with terminal, cargo type before/after conversion, capacity, rail volume, first shipment date and destination. Compare actual throughput rather than nominal terminal capacity.

Limits

Most operational details came from industry sources; several companies and the Russian Transport Ministry did not respond to Reuters. Conversion capacity does not equal sustained export throughput.

Що сталося

Reuters повідомило, що російські компанії переобладнують термінали добрив, вугілля та інших вантажів в Усть-Лузі, Санкт-Петербурзі й Мурманську під зерно після дронових атак, які порушили чорноморські перевезення. Раніше майже 90% морського експорту російського зерна йшло через Чорне море. Заявки на залізничне перевезення зерна до термінала Ultramar в Усть-Лузі у вересні сягнули близько 260 тис. тонн, а Мурманськ готується почати експорт зерна в жовтні.

Чому це важливо

Заміна маршруту має власні вимірювані стадії: оголошене переобладнання, залізничні заявки, перша перевалка, завантаження судна, стабільний потік і собівартість. Новий маршрут може вже існувати, а загальний експорт — лишатися нижчим за попередній рівень.

Як це застосувати

Створюйте записи на рівні маршруту: термінал, вантаж до/після переобладнання, потужність, залізничний потік, дата першого відвантаження та напрямок. Порівнюйте фактичну перевалку, а не номінальну потужність.

Обмеження

Більшість операційних деталей походять від галузевих джерел; низка компаній і Мінтранс РФ не відповіли Reuters. Потужність переобладнаного термінала не дорівнює стабільному експортному потоку.

Lithuania is engineering a key grid node around drone and sabotage scenarios — resilience claims should be tied to specific design features

What happened

Lithuania's grid operator Litgrid told Reuters that the future Gizai substation in the Harmony Link corridor will include reinforced perimeter protection, tunnel-detection sensors, hardened concrete shelters around transformers, duplicated critical equipment and cooling systems for protected components. Litgrid says the security measures add at least €48 million to the earlier cost estimate. Lithuania, Poland and the Baltic states had previously sought €382 million in EU support for grid protection and received €112 million.

Why it matters

Resilience becomes verifiable when it is decomposed into physical features, redundancy, recovery assumptions and cost instead of described as a generic 'hardened' facility.

How to use it

For infrastructure-resilience datasets, record threat class, protective feature, component protected, redundancy level, replacement time and incremental cost. Keep intelligence threat assessments separate from confirmed incidents.

Limits

The substation is planned infrastructure, so its real-world survivability has not been demonstrated. Threat scenarios described by officials and intelligence sources are assessments, not confirmed future events.
