Interviews with 113 released defenders produced 1,062 new structured records for POW and missing-person verification

What happened

The Coordination Headquarters said interviews with 113 service members released from captivity in August generated 1,062 new structured records. Of these, 608 concerned places of detention or stay; 416 locations were confirmed, 155 were clarified or changed, and 37 were established for the first time. The process also added 125 records concerning health status. The Headquarters said 93 of the 113 released defenders already had personal accounts in the relevant system before the interviews.

Why it matters

This is a measurable example of witness evidence becoming structured data rather than being treated as free-form testimony. It shows separate outcomes for confirmation, correction, first-time discovery and health-status updating.

How to use it

For POW/MIA research, preserve each witness-derived statement as an attributed evidence item and record whether it confirms, changes, newly establishes or merely supplements an existing person-level record.

Limits

The published statistics describe the Headquarters' processing results, not the full underlying interview protocol or case-level evidence. A newly added record is not automatically equivalent to a legally final status determination.

Обмеження

Опублікована статистика описує результати опрацювання Коордштабом, а не повний протокол опитувань чи докази в конкретних справах. Новий запис у системі не дорівнює автоматично остаточному юридичному статусу.

Drone hit a Kyiv school while pupils sheltered; Reuters verified CCTV of the impact

What happened

Reuters reported that a drone struck the third floor of a school in Kyiv and started a fire while more than 100 pupils were in a shelter. No casualties were reported at the school. Reuters said it verified CCTV footage showing the moment of impact. The same attack also damaged Kyiv's South Bridge; authorities reported no serious structural damage, while metro traffic across the bridge was temporarily suspended.

Why it matters

Verified video can establish the occurrence and visible impact of an event while leaving target intent, weapon attribution and legal classification as separate evidentiary questions.

How to use it

Store the CCTV as one evidence layer: preserve timestamp, camera location, visible impact and verification method; keep casualty status, object function, weapon identification and intent in separate fields.

Limits

Verified CCTV of an impact does not by itself prove the intended target or establish a legal finding about the strike. Early damage assessments can also change after structural inspection.

Чому це важливо

Перевірене відео може встановити сам факт події та видимі наслідки, але намір щодо цілі, атрибуція засобу ураження й юридична кваліфікація лишаються окремими доказовими питаннями.

Як це застосувати

Зберігайте CCTV як окремий шар доказів: час, місце камери, видимий момент удару та метод перевірки; статус жертв, функцію об'єкта, ідентифікацію зброї й намір ведіть окремими полями.

Обмеження

Перевірене CCTV моменту удару саме по собі не доводить задуману ціль і не встановлює юридичної кваліфікації удару. Ранні оцінки пошкоджень також можуть змінитися після технічного огляду.

Ukraine's Children of War platform shows 2,651 returned children and 2,364 still listed as missing

What happened

The Children of War platform showed 2,651 children returned, 20,651 deported and/or forcibly transferred, 2,364 missing and 59,420 found. It also listed 749 children killed and 2,924 injured. The platform aggregates figures attributed to different state and programme sources, including Bring Kids Back UA, the National Police and the Prosecutor General's Office.

Why it matters

These figures are not one homogeneous dataset. Return, deportation/forced transfer, missing, found, killed and injured come from different institutional processes and should retain their source labels and snapshot date.

How to use it

Store each metric separately with source institution, definition and snapshot time. Do not subtract categories from one another unless the underlying definitions and person-level overlaps are known.

Limits

The platform itself warns that the exact number of affected children cannot be established while hostilities and occupation continue. The figures should therefore be treated as documented or programme counts, not complete population totals.

Ці показники не є одним однорідним набором даних. Повернення, депортація/примусове переміщення, зникнення, знаходження, загибель і поранення походять із різних інституційних процесів і мають зберігати власні джерела та дату зрізу.

Як це застосувати

Зберігайте кожен показник окремо з установою-джерелом, визначенням і часом зрізу. Не віднімайте категорії одна від одної, якщо невідомі їхні визначення та перетини на рівні конкретних людей.

Обмеження

Сама платформа попереджає, що точну кількість постраждалих дітей неможливо встановити, поки тривають бойові дії та окупація. Тому ці цифри слід трактувати як задокументовані або програмні підрахунки, а не повні популяційні суми.

Emergency power cuts after the September 30 attack show why physical damage and service impact must be tracked separately

What happened

Following the September 30 attack, Ukrenergo introduced emergency power cuts in Kyiv and three neighbouring regions. Reuters reported disruptions to some tram and trolleybus services and reduced water pressure. Ukrainian officials said 285 drones were launched, 254 were intercepted, and critical infrastructure was struck in five regions.

Why it matters

For infrastructure OSINT, attack count, object damage, grid intervention, transport disruption, water impact and affected users are different layers. Combining them into one casualty-style total hides causal uncertainty.

How to use it

Track the chain as attack → confirmed physical damage → operator action → service degradation → geography/duration → restoration. Keep official interception figures separate from measured service impact.

Limits

The September 30 strike itself was covered in the previous issue; this card uses the later infrastructure-response layer rather than repeating the casualty event. Official drone and interception figures remain source-attributed.

Reuters повідомляв про перебої в роботі частини трамваїв і тролейбусів та зниження тиску води. Українські посадовці заявили про 285 запущених дронів, 254 перехоплені та ураження критичної інфраструктури в п'яти регіонах.

Чому це важливо

Для інфраструктурного OSINT кількість засобів атаки, пошкодження об'єктів, втручання в енергосистему, транспортні перебої, вплив на воду та кількість постраждалих користувачів — різні шари. Зведення їх в одну цифру приховує причинну невизначеність.

Як це застосувати

Ведіть ланцюг як атака → підтверджене фізичне пошкодження → дія оператора → деградація послуги → географія/тривалість → відновлення. Офіційні цифри перехоплень зберігайте окремо від вимірюваного сервісного ефекту.

Обмеження

Сам удар 30 вересня вже висвітлювався в попередньому випуску; ця картка стосується наступного шару — реакції інфраструктури, а не повторює подію з жертвами. Цифри щодо дронів і перехоплень лишаються атрибутованими офіційним джерелам.

Azimut 0.3.1 keeps evidence local and provenance visible while leaving analytical judgments to the investigator

What happened

Azimut 0.3.1 was published as a local investigation workspace that runs on localhost without accounts or telemetry. Its case format combines portable files with a SQLite graph, records how each artefact was acquired, and is designed so that automated tooling does not make the final analytical decision for the user. PyPI also exposes provenance and attestation information for the published package artifacts via GitHub Actions.

Why it matters

The design separates evidence handling from judgment: provenance can be structured and machine-readable without allowing the tool to silently convert a correlation into a conclusion.

How to use it

Use it as a case workspace for authorised public-interest investigations; preserve source files, acquisition notes and graph relationships, and record human conclusions separately from automatically generated artefacts.

Limits

This is a project and package description, not an independent security audit. The release falls within the seven-day fallback window rather than the primary 24–72-hour window.
